The resurgence of COVID-19 cases, particularly in Europe, has contributed to a tough month for stocks.

Add to that the political risk—the election and the Supreme Court battle—and the fact that there doesn’t seem to be much will in Congress to get a fourth stimulus deal done, there is a lot of uncertainty.
